Job Description

Te āheinga / The opportunity 

Become a key member of one of the leading emergency management teams in New Zealand! As an Emergency Management Specialist your expertise will be crucial in helping our communities prepare for, respond to, and recover from large-scale emergencies and disasters. You will lead and develop community awareness, engagement, and resilience, actively engaging with communities, hapū, marae, and iwi to ensure a high level of emergency preparedness and capacity to respond to and minimise the impact of any natural disaster or emergency event, focused on the Kaipara district. This position is full time, fixed term for 14 months covering a period of parental leave and is anticipated to start 16 March 2026.

In this role, you will develop and update CDEM standard operating procedures, contingency plans, and functional CDEM plans. You will work cooperatively with Northland Civil Defence Emergency Management Group stakeholders, emergency services, local and central government agencies, and lifeline utilities operators to establish a high level of trust among key stakeholders involved before, during, and after a civil defence event.

This community-focused role may require working outside of normal office hours and traveling to meet stakeholders and remote communities. Additionally, this role can require long hours, as an emergency event could occur at any time of the day or night and may require working shifts and/or working weekends at short notice.  

 

He kōrero mōu / About you

We are looking for someone who can bring the following skills, knowledge, personal qualities and experience to our diverse team: 

  • Ideally, have a qualification in relevant discipline, or equivalent in recognised field of emergency management, or an equivalent combination of education and experience. 
  • Knowledge of Coordinated Incident Management Systems (CIMS4) and Civil Defence Emergency Management Act 2002 
  • Well-developed knowledge of emergency management principles, practices, and statutes. 
  • Understanding and commitment to Te Tiriti partnership principles and te ao Māori.
  • An ability to work effectively with Council representatives, and other persons in similar roles, volunteer groups and members of the public. 
  • High level MS Office proficiency (MS Word, Excel, Power Point) 
  • Project management skills and the ability to manage complex issues.
